Law and litigation have long been passions of Mr. Locklin. While attending George Mason University School of Law, he worked at the Department of Justice on a special anti-trust task force. During this time, Mr. Locklin was honored to receive the Special Achievement Award by Attorney General Benjamin Civiletti, who served as the United States Attorney General from 1979-1981. At George Mason, Mr. Locklin was a member of the Law Review and had an article published regarding a complex issue of ant-trust law. Upon graduating from law school, Mr. Locklin served two clerkships; first for the Judges of the Thirty First Judicial Circuit in Prince William County, Virginia, and then for Oren Lewis, United States District Court Judge for the Eastern District of Virginia, Alexandria Division.

Mr. Locklin’s efforts would ultimately lead to a partnership in the law firm of Slenker, Brandt, Jennings and Johnston. During this time, he was accepted into the International Association of Defense Attorneys, served as president of the Northern Virginia Defense Attorneys and on the VADA Board of Governors.
